Terrorism is a strategy of using the threat of violence to generate fear and cause disruption for the purpose of bringing about political, religious and ideological change.

This is Wikipedia's definition, but today we mean those who attack civilians for the reasons mentioned above. However, professionals also include other sabotage actions, so Greenpeace is considered a terrorist group too.

A terrorist is anybody who kills or harms others without first making a formal and state sanctioned declaration of war against the nation of those targeted. Or, if you like, anybody who kills in the name of a nation - or movement - whose leaders in fact do not fully and openly support or endorse their activities.
