I would like to suggest tht first reboot your computer, that might do the trick.
If still having problems then boot in the safe mood and then try using msconfig.. only problem is that in safe mode half of the programs in the startup dont run anyways..

try it within safemode - restart the computer and keep on tAPPING EITHER F5 OR F8
Do you still have this problem
does the services.msc work from the run command? if so make sure that you do not have any of the services thAT ARE NOT SWITCHED OFF
check you c: drive and the system32 file - can you find the msconfig file there?

Verify if the file "MSCONFIG.EXE" is present in your "WINDOWS\SYSTEM" folder. Also check its attributes. If the file doesn't exists, serch it and, if it's not found, extract it from your "Windows" setup disc.
To open the command prompt, you should first close any programs that might be using it (especially some games use the "MS-DOS" mode to run, even if they are launched by "Windows").

Make sure you have Right of administrator because administrator may have turned it off or some spywares did that so scan your Pc once.
