Many reasons:
- right click on "my computer" , goto properties > hardware > device manager and under "display adaptors" see if your graphic card is listed
if it is not ( or it has a yellow mark on it), install the correct drivers for it .
This is the most common cause.

Change the refresh rate to as fast as it will go.
If this does not improve the situation, you prberbly need a newer graphics card with some more memory: AGP 8X with 256Mb, ideal for gaming, or a new PCIe card if your computer has an enhanced slot.

Flicker is come because u have a low refresh rate with low resolution.
try raise your refresh rate, but don't raise it to much, ur tft display wil out of resolution...

control panel - display - settings - advanced - monitor - screen refresh rate <=== the maximum [85mhz maybe] your display can handle !

It's not a monitor problem.
Means you are running low on memory.
