I agree with your statements. I also know that in order to keep a free flow of ideas a certain amount of useless information comes along with it. I feel if you try to regulate the undermining and the just to have an answer parts, you regulate the whole thing.
A way to focus in on the useless stuff is to use the Report Abuse flag regularly and with good judgment.
I find it a challenge to sort through the useless questions more than the answers. It is a game to see how much I can filter it to make my experience on Answers as entertaining and educational as possible. (Sometimes the most useless are the most entertaining, but it doesn't give me an opportunity to answer!)
