Help if we knew what version of Windows (?) you are using.
Either way, open 'my computer' or run explorer to browse your CD and double click on 'setup.exe
Using WindowsXP as an example, you can also do this:
Click 'Start' Click 'Run' type in D:\Setup.exe and click OK.
(assumes D: is the CD-Rom with the game in)
Doesn't always work, but if you have compatibility issues with XP you can tell it to run in Windows 95 / 98 mode.
Right click on the setup / run file
Click Properties
Click the Compatibility tab
Tick the 'compatibilty mode' box and set your options.

If you're installing the game, the installation wizard will do it for you, as itself recommends. Just click to load from a cd-rom, and click to approve the file setting and destination folder.
However, to do so manually, go to start, my computer, find disc drive the cd is in, click on icon to open folders, find set up folder, click on that and installation will start from there.
But download? What, from the internet?
You're not silly enough to not even have the cd rom in the first place are you??

you download things by using the internet... you install by using cd-rom/dvd/installation file etc.
