Many people who work in technology or engineering fields (surveyors included) say "zero" to eliminate ambiguity. Technical data, especially computerized, recognizes zero as a number and oh as a character. Your computer will sort filenames according to these principles as "01" comes before "o1".
Note that a license plate can have either a zero or an oh. Seems odd that this is possible, though Q is omitted from our state license plates and lettered route designations.

i do not know i do it all the time whether its a phone number or cc# anything that has a zero i always say O for some reason

i might be wrong - i thought 'oh' was more american way of saying it. other english speakers say 'zero' or have a choice of both.
