If you're talking about guppies; if they have the huge belly, and you can see black spots, YES...those are the babies eyes...and she should be real close to having them. Put her in a breeders trap ASAP.

It depends on what type of fish you're talking about here. If its a live bearer (guppy, molly, platy) then it could very possibly be the eyes of the fry that you see. So maybe. But, if you're talking about a different type of fish, its more likely that it could be something else; parasite, disease, etc.
