You could have power without money hypothetically and money without power but the two do tend to go hand in hand.
I would say power is more useful as with power not only will you be able to attract money you would be able to do things that money alone couldn't.

Both come hand in hand in most cases. U can have power (influencing people) but not money directly, for eg: philantropists, student leaders etc.
Power when misused can be seized from U but $$ can only be taken when U are robbed.
If I have the choice, I will choose power over $$ as power is more difficult to get/achieve than $$.
