The performance of those reporting to any given manager is a direct reflection on the abilities of that manager. To allow a counter-productive atmosphere to prevail will have a negative impact on everyone.

And that impact is typically manifested in lack of productivity. Maintaining a positive attitude is not to say that the manager is looking through rose-colored glasses. It is very possible to recognize the deficiencies within a system and still maintain a conviction that it can and will be better.

Not only do effective managers lead by example. But the manager has a responsibility to address any negative influences. There shouldn't be any unaddressed issues in the wrokplace, to get the manager down. Unfortunately, many managers mangage projects, but fail to be people leaders/developers.
