A shunt is for measuring or re-directing the flow of current, (amps) but if a capacitor is out, or shorted the amps will kill any product without a current control, and the capacitor is what keeps current from overloading amps to any transformer or whatever. Resistors just control the amount of current flow that is available on the wire, and yes, it does help the capacitor controll the current, but it has no value for the voltage, which is provided by the Main Source, via, Battery or 120 outlet in ones home.

to save the meter,the shunt takes most of the load otherwise themeter would burn out
