It depends on who you are doing it with. If say you are out of town, and connect with your significant other...it would be like having phone sex, only with a camera.
But if it is with another person, NOT your significant other, then YES, it is cheating.
Of course I believe that porn is a form of cheating as well, if you are having sex or being aroused while fantasizing about (or in this case actually watching) someone else, it is an emotional disconnect with your partner, isn't it? If you are needing an outside source of stimulation that is not your own partner, then something just isn't right.
Wouldn't you feel cheated-on if your partner needed another form of stimulation that comes from someone else that isn't you?
Just something to think about.

No, porn is a fantasy. It's a person you don't know have never spoken to and never will. Online cameras are connected to people you talk to and may progress to meeting.
You can make an emotional connection to the person on the other end of the camera, you can't make an emotional connection with a porn star.

It's cheating and it isn't like porn because you are actively engaged in a live situation with another person to arouse them and for them to be aroused so you each can pleasure yourselves. Porn is simply watching a prerecorded video and pleasuring yourself to it. There isn't any personal relationship there.
