It's the combination and the mood you want to set, like pink for girlishness, red to make it either dangerous or romantic, blue to make it look serene... etc. If you combine colors especially warm with cool, the contrast will catch attention. Really, it depends on your advertisement and the mood you are trying to create.

I studied color theory years ago. Glad I did. I use all the time.
When it comes to what looks good on someone, it all has to do with your coloring. Are you blue/pink undertone OR yellow/gold.
Even African/Am and people of color have undertones.
Since most people are 'cool' undertone, not 'warm' (as in redheads) most people look good in blues and blacks, no matter what color value. There are many aspects in color therory, study it if you have a chance. You will use it all your life!

Usually black but it depends on the style that's in now. Like when I read in magazines each month there's a new color that's the in style. Hope it helps!
