TIPS are actually an anagram it stands for To Insure Proper Service. If you were not served properly than he should not have been given a tip. Moreover you should have asked to speak to the manager and inform him that you were disappointed in the service. One surly server is enough to cause a problem with a business, i.e. customers may not return and that affects everyone's money who works at the restaurant
Ignore people who tell you to ask for a discount. Its tacky and any manager/owner who respects his customer would take of it, plus they are more likely to help if you are not damanding

I would talk to the owner manager. If the "server" does nothing then technically you never got any service. If you were at a sit down restaurant you would only leave a tip if you got service (granted you would not get food without service). No one should demand a tip. I would pay your set price, ask about the extra dollar, and then immediately talk to the manager if this happens again. You must enjoy the restaurant if you are willing to go back, but if you don't I would not visit this restaurant again.

Wow, if someone asked for a tip from me, they sure as hell wouldn't get one.
You could be a real jackass and use someting flat to cover the top of a full glass of water, turn it upside-down, and slide the flat thing out from under the glass... When the server picks it up, there will be water all over the place.
I have found that writing letters to the management gets problems solved, & maybe even a free meal.

If it was me I would have went back to the table and got the tip back. The next time you should ask politely for your glass to be filled and the plates to be taken away. If this doesn't work I wouldn't leave a tip.

A bad server... I'd contact the network administrator and explain the problem. If it's an older piece of hardware, it might be time for an upgrade.
