The best way out is to simply replace the fan it will cost you not more than fifty rupees. Stich in time saves nine. You can replace it on your own very easily.

Bearings Are Probably Gone Or On The Way Out.
Odds Are You Can't But If You Get See If You Can Get Some Lube In The Housing. Radio Shack Sells A Precision Oil DooHicky That For Getting Into Tight Spaces And Limit The Amount Placed.

Check for obstructions and debris such as hair in the shaft. Otherwise the fan is probably dying and you'll need to get a new one.

try giving it a real good cleaning with compressed air, if not replace it. not hard, just look and be careful.
