Please seek the definition of murder before calling the police for a report. In a world where executive law power are spread thin, it is people like you who wastes the time of police on small matters such as the accidental "runover" of dogs that places such a huge drain upon the police and tax payer's money. Do you have any idea the amount of money it would cost to take him to court charging him with running over a dog? There are laws protecting pets from being abused and/or attacked, but when it is an accident, the worst that could happen to the guy is his license being suspended while it would cost tax payers around a thousand dollars (AUS) for his legal proceedings.

Granted, my opinion may be biased due to my lack of interest in dogs, but that is the truth. btw, following someone can be considered stalking.

Was the pet owner cited for not controlling the animal? If it is truly an accident (i.e the driver doesn't swerve to hit the animal) I believe no ticket or citations should be issued. If the animal damages the drivers possession, the owner should be ticketed and forced to pay the damages. I love animals but I do not put them on par with humans. It's unfortunate the little boy had to see his dog run over however I wish his parents had better control of the dog.

Quite frankly I don't think the law should say a thing about it to the driver. People need to keep their pets ON A LEASH.
