It is illegal everywhere as far as I know.

It's legal in the USA although only for officials elected and appointed. It's illegal for everyone else because who wants a fair fight anyway. Cheers to the Bush Clan!

I don't know if it's legal anywhere (I doubt it) It's animal cruelty and it's wrong. It's sad that anyone would want to do that or bet on it.
