Pretty much, can you draw with sidewalk chalk in places that are not residential neighborhoods without being picked up for graffiti? (Iowa)

As a side note, some kids in Boston were picked up for using sidewalk chalk downtown, but I am not sure if charges were pressed.

yes in most places, but as long as what you draw/ write is'nt offensive, no cop will ever stop you. you could always call the non emergeny police phone number (find it in the phone book) and find out for sure.

businesses i'd say no. although they don't own the sidewalk they do have some jurisdiction over it. it's not their place to say what can be put on the sidewalk in fron of their store but if it came down to a legal action the law would probably be on the side of the business.
parks are different. they are public property and for use by all. you can draw on the sidewalk in any park so long as it is neither permanent nor offensive.
