I'm not exactly clear what you are asking here but:
1. The skin covering the head of the penis in an uncircumcised male is called a foreskin. You're born with it. There are methods of reconstructing it if the person who has been circumcised at birth wishes to do so. Usually with skin grafts and surgery and is pretty painful. The skin can also be stretched over a substantial period of time to achieve this too. (And before you freak - yes it's true, human skin is very plastic under the right conditions!)
2. There is a condition called "phimosis" in some uncircumcised males (one in one thousand apparently) whereby the skin on the end of the foreskin is very narrow and cannot retract causing pain, risk of infection and discomfort.

It means that the foreskin over the penis wasn't circumcised...or cut off....Most boy children get their penis's circumcised on the 3rd day after being born...Its a general practice at most hospitals...

That is the way the penis comes from birth. Some relegions and cultures cut off the foreskin. It is he normal penis uncut.

That's how normal penises grow. Circumcision is an operation performed on baby boys, without anesthesia, by the way (and on older boys and men), to cut that skin off.

you're talking about an uncircumcised or uncut penis. but since penis size, shape, and appearance differ among men, not all uncut penises have foreskin covering their entire head even when erect. cheers!

it's called NOT being circumcised. It's the foreskin covering the glans of the penis.

tie a stone to a thread and tie it to ur penis and let it hang down whenever u hav time u pull it more forward

its called the foreskin, and you can only get it like that if your uncircumcised.
