Yes you can have a good cry anywhere. Water does not stop tears. Try not to wear Mascara is you plan to have a good cry in the water, or better yet being in the water period, wear that water proof Mascara if your a girl, and if your a guy just let go and cry all you need to! sometimes crying is good for us. It helps to release tentions and worries that need to be let out. So have a good cry for me to hon, since I can't seem to cry anymore.

Yes You can. Crying is the direct action when someone is sad. Sadness is stimulated from the Brain which has No effect if you're over or Under Water.
