One. A betta. Assuming this tank has a heater, at the very least.

I'm surprised no one suggested goldfish yet. If you're thinking about getting one for that tank, don't. They need a minimum of 20 gallons per fish, and that's only to start. Some goldfish get so large, they have to be put into ponds as adults.

Most other tropical fish are schooling fish, and do best in groups of six or more. Since your tank is so small, you simply do not have the room for at least six fish.

And FYI for everyone, the inch of fish per gallon of water rule of thumb only applies to the adult size of most tropical freshwater fish. Goldfish, sharks, plecos, cichlids, and saltwater fish are exempt from the rule.

Rule of thumb is 1 fish per gallon but it depends on the type & size of the fish.

If you're doing...
bettas = 1
oscars = 1/4 of a fish
get it?

2-gal tank will work for one small fish (a fish that doesn't get bigger than 2" inches when full grown).

Not one fish per gallon, my 7" cichlid (=one fish) would not care to be in a 2gal tank.

The ONLY answer to this question is "ideally, none." That is an extremely small tank.
But the only type of fish that you might be able to get away with it is the betta. One betta.

It's 1 fish per gallon. ONLY if they are a certain size. If it was a big fish, then it would need more space.
