Yahoo Messenger works on port 5050. If the port gets blocked, Yahoo is smart enough to find an open port.
You could try blocking by IP addresses but they have a farm of IPs which is probably more work trying to figure out all of them
You might spend a lot of time trying to block users form using yahoo messenger, what about limiting their priviledges to install the software?

Yahoo Messenger uses the following ports, in this order:
5050
80
Any available.
This makes it basically impossible to block Yahoo Messenger with a simple port block.
You need an intelligent proxy such as Dansguardian running with Squid on Linux or Microsoft ISA Server or a third party blocking package such as Surf Control to block Yahoo Messenger.

If all the users are on a single machine, you can block the Yahoo application from running on XP Pro using the MMC.
