Disk Quota is something Related to the space Partitioned on the computer's Hard DIsk or other storgae Media [RAID,etc]

On Personal computer it could be realted to the Parttitions or sections made on the DISK like C:, E:, etc .
for User allowed to use the computer it refers to the storage space allowed to be use by them.
for Files etc it menas that much max space can be used for saving it.
If we talk about the internet world where the web sites are hosted on some web servers or space is available on other servers either using file ahres or FTP's. It again refers to the space limit whihc is allowed to use for the purpose.
Its varies with the cost depends on the type of servers.
