Well, ya gotta buy something to plug your cable into so that you can tune in a channel first. If you're tuning it on a TV and sending the signal out the back through RCA jacks, then there probably is a way to buy a bunch of diodes, resistors, and analog to digital converters at radio shack and then plug it into your usb hub. Then you'd have to write some software to convert the garbage into picture frames, but somebody has already done all that and they must be stuck with more than they can sell, because they are selling them here for less than the cables would cost at radio shack: http://www.tigerdirect.com/applications/SearchTools/item-details.asp?EdpNo=1961041&CatId=0
There may be some way to just convert composite output into VGA input, so that you could just use your monitor as a TV not at the same time, but the thing above is $29 and that's as cheap as it's gonna get. just make sure your computer meets the system requirements, live video needs power

i bought a tv tuner card from them for 20 bucks that is the only way the reason you need the hardware is so that the computer is able to convert the image of the signal to a impulse so you may be able to see what you are watching a computer does not have the resourse to be able to pick up the tv signal to convert it so you need the hardware called a tuner
just like a tv it convert the signal into a watchable picture that isw how this is done i paid only 20 buck for mine go check it out

In order to view TV program, you will need to have a TV Turner. Whether is it a External one -TV Box , TV Tuner card for internal. Or the Traveler USB -TV Turner for Notebook.
But if you do not want to spend any cent to watch TV program on PC. Just connect your home VCR / DVD/VCD player ( w/TV Tuner ) - AV output to your PC that come with a AV input. Run your Video Editing software that come it. OR just plug the AV cable to your Monitor AV input, if your monitor got them. You got to send some money somehow?

Dude, TV doesn't work like that, TV is something we call Analog, which means the shows just keep coming in as one signal. Computers are Digital which means they read stuff in files. You need a TV tuner to connect Analog to Digital, and a program like Windows Media Center to decode the signal.

u have to use a device to convert the analouge signals of TV into digital signals
so u cant directlty plug into the USB
I hope u would get the same resonse from everybody that
"USE THE TV TUNER CARD"

Nope, that's about it. TV signals are not compatible with USB signalling. I do believe that there is at least one USB decoder, but you still need something to convert the TV signals into something that a PC can use.
