It depends on two factors:
Does your BIOS support the drive size
or
Did your use the correct file format to format the drive.
Most likely you didn't format the drive in correct file format. Using fdisk through the dos prompt you probably formatted the drive using FAT32 format. Though it supports drive sizes up to 8 TB, for some strange reason, you can't format the drive any larger than 32 GB. If your installing an OS like Windows 2000 or XP, use the installation CD and the setup should allow you to reformat the drive in NTFS, which allows drive sizes way bigger than 32GB. If you're using an OS earlier than Windows 2000 or you're unable to update your BIOS to support the new drive, you'll need software from your hard drive manufacture to help solve the problem.

If you are using regular fdisk, you probably formatted your drive as FAT32. The maximum size is roughtly ~30 gigs without hacking it or using external programs like partition magic.
If you want your full size drive back without spending extra money. Boot off windows setup disc and format the drive as NTFS.

maybe it's partitioned.
in your BIOS Settings, check if you have how many hard drive and what are its sizes. Or let your bios setting auto detect your hard drive. it it shows 80gb, maybe your windows can't read it or it has been partitioned.
