Because you can see the color of anything that's behind it getting thru. In effect "clear" doesn't have a color of it's own.
Just a counter question: If you wanted clear to be a colour which color would you want it to be?
BTW, clear IS considered a color when you want to buy stuff like nail polish or shoe polish or even laquer.

"Clear" pertains to transparency, example: orange juice and apple juice. Apple juice is clear, orange juice is opaque.
