If you are going to ask "Which" then you need to follow it up with offering the choices. There have been more than two movies ever made. If you asked, "Which is the most expensive movie ever made, "Superman Returns," or, "Titanic." Would be the way to ask a question beginning with "Which". The appropriate way to ask this question is, "What is the most expensive movie ever made?"
Enough sentence structure today.
I couldn't find enough solid evidence to determine the most expensive film. The most expensive flop was "Waterworld" (and I sat through that piece of crap hoping for something good to start happening--UGH!). But as I understand it, studios move money around from film to film to show losses where the movie actually did well. So like the films themselves, the accounting seems to be all "Smoke and mirrors" as well.
I do understand the $300 million that the "Lord of the Rings" is attributed to was for all 3 films. So that's/they're not the most pricey film(s) out there.

As of December 2005, Cleopatra, the movie about the Egyptian queen of the same name, is the most expensive movie ever made after you adjust for inflation. Starring Elizabeth Taylor and Richard Burton and directed by Joseph Mankiewicz in 1963, it cost US $286.4 million in 2005 dollars. Although it did reasonably well at the box office and picked up a couple of Academy Awards, Cleopatra nearly bankrupted Fox Studios.
Cleopatra was four hours, and the second most expensive movie ever made was three hours long. The second most expensive movie was Titanic, directed by James Cameron in 1997 for (modern day) $US229 million. The movie did not nearly bankrupt the studio, and went on to win 11 Academy Awards in 1998.

A lot of numbers are being thrown about here. I think cleopatra is the most expensive film.
The exact budget of Hollywood films these days is a secret. I should think that most films are cheaper than their released budget. It is a marketing employ - the more expensive the film, the better the value!

I believe that "HEAVEN'S GATE" is still the most expensive movie ever made which was an absolute :BOMB" when it was released to theatres. (Even at its premiere the crowd was astounded and most walked out before the end...) Production costs soared, there were re-writes and other problems with director Michael Cimino. It never recouped anywhere near the amount of money it had cost to make.
