India, is a living anarchy and is very quickly moving towards total anarchy.
The resources, the wealth that India has is not enough to fully meet the needs of such a large population. Unless some real "man" has enough guts to hit this root of all problems...the disparity between poor and rich in India will only grow...and such questions will continue to be asked.

Isn't it below for most USA people ? It is in Wisconsin. Poverty is lack of employment or lack of a wage to support needs .This includes shelter , food , clothing , health care , means of transportation . I haven't been to India or Africa to have full inpact of their situations , however in all USA cities there are the jobless , homeless , those that can't find work or lack education here ! Those that are just below proverty " some " can get some type of Aid , but not all . A single person can easily fall in the cracks and become homeless .Even the temp services after taxes and what they " force you to pay for charge on transportation " You make $ 30 clear a day , try to eat and sleep and buy clothes on that .We even pay more for singles that have a bunch of kids , so we're not so far from " OTHER COUNTRIES " We force taxes up on those that do have employment to pay for some of the loss If anyone state no children go to bed hungry in USA , they are blind .If a poor person misses an appointment reguardless of emergency , they lose help . India is a case that we forcus on ,Africa , China , proverty is world wide , lack of work , cost of products , cost of health care and all the births growing . Why aren't we intelligent enough to see , if we can't have it all ( sort of speaking ) why bring a child or 3 ,6 more humans to go without or to point to others to help for our choices .

b/c the poverty line was drawn too high.

speaking seriously, there are too many people, and not enough stability/legal protection/infrastructure to attract investment necessary to provide jobs for all of them.

In the Book of Esther chapter 1. It shows that from India to Ethiopia there were 120 provinces under the reign of Ahaseuras--all Jews. Since the ancient Hebrews were chosen to be witnesses of God's power, might and covenant, Satan, the best thief in the Universe started a program of inheritance swapping. God gave us a prophetic peek at the spiritual families on earth through Abraham's seed. There are those through the wife Sarah. There are also those with the maid Hagar and children with concubines. Prophetically, the children of the wife represent Israel. Those of the maid represent the Muslims and those of the concubines represent the Gentile peoples--those by adoption.
Satan hates all seed of Abraham so he got all branches enslaved and taken away from their languages and teachings. Gentiles then tried to reconstruct their sacred texts. Gentiles even began to snub God's people as per prophecies. Since Indians are among those tribes called "Lost Tribes", just like the seed that we call Africans, Satan enticed every Gentile nation--France, Holland, Britain, Spain, Portugal, America, Germany, Russia, Poland, etc to enslave God's covenant seed both those in the North and those in the South for 400 plus periods of years. See Deuteronomy 27 and 28. By the time their seed came out of bondage, few knew anything of their mighty past. God said that for rejecting His Son, they would go from being Kings to bondservants. So, Indians, Africans, Caribbean people and Jews, not only have the same ancestors, but share the same historical developments. God promised all Abraham’s seed that unless they return to the oath of their forefathers and serve Him, they will be the least on earth. Those that returned to protect His sacred altars in Israel- for that God will protect them forever--faults and all. Those who live in deserts--that bow and worship God at least three times daily, God allows springs of oil and cities to be built in the deserts because, even though they are seed of the maid, they honour God three times daily. Those from Africa and India--they have all types of statues and strange gods and goddesses that men carve in wood and stone, sprinkling all sorts of stuff that the devil tricks them into using. God does not use the word MAYBE. So until India and Africa serve God faithfully like the Muslims, those formerly rich self-sufficient people will be paupers. Former kings will be naked and hungry. Just imagine that at one time the only kings on earth were the Hamitic seed of Judah--predestined to live in sun-baked conditions. Their seed are naked today because they are serving wood, stone and goddesses. If you are Muslim, or Indian, you need to see how a writer compared shards form the Library of Alexandria, sequential lettering from the Torah, broken codes from Solomon's Temple and fulfillment of hundreds of prophecies to bring you this data.
