Or is the "war on terrorism" just a term used to be able to take action without declaring an actual "war." This is something that has come in debate among many people I know.

It's a marketing phrase.

Congress hasn't officially declared war in decades. I went back through every Congressional bill signed into law since 1973, and there has been no formal declaration of war by Congress, pursuant to its exclusive powers under Article I Section 8.

The closest is the Authorization for Use of Military Force, pursuant to the War Powers Act, which allows the president to send US forces overseas to Iraq and Afghanistan.

Congress didn't declare war, Bush did, there are no more rulesof government, he does as he pleased and the Rep. majority in the Congress and House do nothing to stop him.

yes, by funding the war, congress has declared war. there is nothing in the constitution that says how war must be declared. we also declared war the first time against hussein in 91.
