place your ink cartridge in hot water for 2 min and let it dry. this will remove the ink at the tip. your cartridge will work fine then. but my suggestion is to get a new refill instead of refilling the old one.

Ink does dry up after time, normally within 6 months, as each tank has breather-holes so as not to create a vacuum when ink is used. Most cartridges have a 'smart chip' which measures the level of moisture in the tank, this information is communicated by the printer to your PC. Also the page count is sent to the print program, so you could have a 1/3 tank of ink left, but the print program tells you that it is empty. There are tricks to fool HP printers in to 'thinking' that the cartridges are full so you can use refill kits and solutions are available on-line with a little bit of work.

Did you replace the label exactly as it originally was. There is a fine vent system that will prevent the cartridge from working if label is askew. After you have checked that, make sure there is no ink or debris on the contacts, re-install the cartridge, align and clean it.

Check the diagnostic to see if any cyan ink is flowing.

It could be a clogged nozzle, or the electronics in the cartridge could damaged. Cartridges are delicate pieces of electronics, and they are NOT meant to be refilled by end users. Handling them roughly can cause problems, and you should note that the manufacturer of your printer (HP) expressly recommends that you only use brand new HP cartridges in the printer. This is to protect the equipment as well as maintain quality printouts.
