If you're speaking of the perfume: they go bad (turn rancid, in a sense). And then they smell stronger, but they smell bad.
I guess it's the same about women, too.

old women, perhaps, think they stink...so they put on more and more perfume to mask the smell of oldness!

because old women don't want to smell old so they use more perfume well dat's my theory.
