Its a rental property that doesn't attract the finest of clientel. Met the new neighbor and in 5 minutes he mentioned that:
He found a crack pipe in the garage, wants me to "hop over" the fence to take some wood, asked if I had a dog, and mentioned that having kids was a mistake for him, and when he explained this to his own daughters, reassured them by noting that "half of the people in this world are F-ing mistakes"
they're loud, have 4 large cars that don't seem to run (only attempt to start)

Best option is to make him an offer that he cannot refuse. Decide tha maximum amount of money you would be willing to spend to buy the house and make him an offer for less. Negotiate as needed.

Get some barking dogs or chickens . It may drive him crazy and he'll move/ Or why don't YOU move? Or if you just like their house give him a fair price if he is willing to sell. If he doesn't want to sell give him a really good price for his house. Most people have a price tag on almost everything. Or if you are a slob and he is after you to clean up your place try cleaning it up and you two may get along better.
PS For some reason I didn't see the people next to you were renters. Disreguard what I said. My computer didn't bring all your letter or was I too upset still about the slobs who are still next to me that I didn't even read it all. ??? Sorry about he mix up with my writting .

You could call the police if there is anything that is against city limits. I had the same problem with the rental property beside my house, they bring down the value of the neighbor hood.

Win a lottery and make him an offer he cannot refuse!

Ask him what it will take to get him to move, then follow through on what he tells you!

Offer to help him pack, load and unload his belongings into another home!

Do things to annoy him but will not get you into trouble with the law.

Shoot at his house? Leave dog crap on his front steps? Flood his yard? Knock down his cans on garbage day?
