Judging only by the fact you are asking, I presume that he would be leaving the $28/hour job for somethign less lucrative. There are several reasons why it would be normal to leave a high paying job for a lower paying one. Examples would be:
The high paying job could be dangerous, stressful or unpleasant. I've known police officers who left because they were unhappy with the risk to their family represented by something as seemingly simple as a routine traffic stop (statistically, more police are killed on duty during traffic stops than in any other situation).
The job may be unfulfilling. I left a job making a substantial sum in a dead end job in IT to become my own boss as a financial planner and life insurance agent. I got tired of working on computers and wanted to help families plan for their futures so they can achieve their goals and reach their dreams (financial planner) and to let parents sleep better knowing that even if something bad happens (they die) their kids will not live in a shipping crate under a bridge (because they have enough life insurance).
Another reason would be that a new job offers great potential. Perhaps a person wishes to start a small business, for example.
Without knowing more about WHY the person is leaving the job it will be tough for the readers here to evaluate whether his decision is a wise, or unwise, choice.

Well, if it was one thing I have learned it is that it doesn't matter how much money you make, if you are not happy with your job, it puts a lot of stress on you. Don't get me wrong, there are very few people that I know that like their jobs, but they tolerate them. But, tolerating is a big difference from HATING and dreading going to work and making yourself sick b/c you have to go.
I left a job making $17.00/hr about 2 years ago. I have a job now where I only make $10.00. But, I've got news for you, I am NO where near as stressed, and I can honestly say that there are even some days where I don't mind going to work:)
Work is such a HUGE part of our lives that it has to be at least bearable.
Now that I have said all that................it depends on why your bf wants to move. Money means a lot, but there are other things to consider.
You only live once, if he wants to move and you are okay with it, move!!!
Make sure that he leaves his job on good terms, just in case things don't work out, he can always go back.
Is there any chance of him transferring to a sister company???

Unless he has an actual job to go to in Alberta in the oil sands that can guarantee he will make close to what he's making now, then yes, this is stupid. But that's just my opinion. We've all got to follow our own paths.

You need to find out he wants to move. Then weigh the effects of income differential with quality of life. It may not be stupid in his mind.

You get paid damn well in Fort Mac. Cost of living is higher though. Its still booming there. Although alot of drinking and drugs, but you can get that anywhere nowadays.

Maybe he wants to get away from something or.... someone.
Could it be he wants to break up with you but is afraid to do it, so he's looking for an excuse by moving away?
