Good question. The best has probably been "28 Days Later," with honorable mentions to "Hostel" and "Cabin Fever." I think that horror movies aren't exactly horrifying, today - modern day society has become so desensitized. The truly horrific films were created in the 70s, in my opinion. So, I feel movie execs today have to use the element of "this could happen" to enhance the quality of their films.

Ginger Snaps (2000). This is a feminist coming-of-age film which throws the usual slasher-flick stereotype of empty-headed bimbos completely out the window. The script is clever and engaging, and it brings a new level of teen angst to the main characters Ginger and Brigitte (who are played flawlessly by Katharine Isabelle and Emily Perkins). It's a new and fresh take on the horror genre, and more simple-minded viewers will find plenty of gore to satisfy their urges.

I'd go with Saw b/c it had very solid writing and an original story which was really lacking with many of the other horror movies released around that time.

Ha! I know everybody else is gonna go straight for the jugular with their slasher Wes Craven flicks or whatever.
But I am gonna go against the grain & nominate Al Gore's "An Inconvenient Truth."
Nothing can be more horrifying than what our earth is headed for in the next coupla' decades thanks to global warming!

Zoolander was by far the scariest excuse for a movie.
Other than that, Descent
Saw........Come on... when that guy with the pig face jumped out.... not a dry seat in the house!
Peace.
