Which one is better when redering/coloring using a pc Adobe Photoshop or Corel Painter? Also point out why... Thanks in advance...

Adobe Photoshop is easier to use, but I think Corel Painter looks better. With Painter it might be harder for you to render/colour but in the end your image will look better. With Photoshop it'll be easier to render/colour but it won't look as good as Painter.

Personally I like Painter better.
You could try both, but it depends on your budget.

About the colour issue both will be fine it is just that you do need a calibrated monitor to enjoy that.

About the software: well they are different or at least started that way.
Photoshop is photo retouching software or a graphics editor and painter is a graphics creation package to simulate creating natural drawings and paintings.
If you lean more towards creating real drawing painter might be a better option and is also cheaper the adobe photoshop.
If purchasing a wacom tablet there is a version of painter classic included for free so you can experience the sensitivity of the tablet.
Other options would be gimp and synthetik studio artist.
Where gimp is an open source graphics editor and studio artist (OS X only) is another natural drawing package with a lot of options.
Also if you are planning to do graphics editing as a job or career then photoshop is the standard for that.
But if this is for art or your own enjoyment test the various software that you can find.

As Indie has already mentioned, Photoshop is easier to use but Corel pretty much has a lock on a better looking finished product.

If your apps are both correctly colour-calibrated, there shouldn't be a colour discrepancy of the same image when you switch from PS to Painter. I run both on my computer and sometimes I port my image to the other app just to use specific tools. I have never dealt with inconsistencies. Both are good programmes and colour is correctly displayed on each.

redering? what? anyway basically the big difference is Corel is an overrated piece of crap and photoshop is more expensive. if you were smart you could limewire or kazaa both of them and see which one suits you best....
but photoshop in my opinion is better.
