Why dont I have a Bluetooth Devices heading in control panel -Win XP?

I am trying to connect to my Mobile phone and Microsoft help keeps saying Click on Bluetooth Devices in control panel and it is not there.

you have to have a bluetooth adapter on your computer, and have the software installed. Then it will be there
