A 230 watt power supply can range from $25 to $100 bucks (You can find them cheaper but I wouldn't recommend it). A comparable motherboard to your E310's will probably run around $80.

But it may not stop there. If your motherboard got fried, it's hard saying what else went with it. Memory, CPU, Video card, etc. The CPU and memory alone often cost much more than the motherboard.

Contact Dell and see what they can offer you, as long as it's less than what you paid for it, you're probably getting a good deal. Most likely your computer is totaled. So if you can get it cheaper than what you initially invested in it... it might be a good deal--at least better than nothing.

In hindsight, you should have gotten a good surge suppressor with lightning protection. If your computer gets fried the manufacture of the $30 dollar surge suppressor pays for it (In theory anyway). (APC has always been a trusted name in my dealings. See http://www.apc.com/products/family/index.cfm?id=177&tab=features#anchor1 )

Also renters insurance like fremen_tdm mentioned earlier may be useful. You never know when fire, lightning, water leaks, and such may happen.

You should really just buy a new computer, unless you have a lot of knowledge of what you're doing when building a computer. E310's aren't so cheap that you shouldn't try to fix it if you could, but you don't what to ruin anything while replacing the motherboard.

What are you, 3 it's a "com"puter, anyway, my "puter" on gets hit by lightening when it is outside, and that is when I let it play with the other computers that shouldn't be outside.

If you have homeowner's insurance it should be covered. But the cost of buying parts from dell would probably equal buying a new box.
