some of them are actually marking places where land surveyors put up stakes. Actual crosses with flowers are for people who died in accidents in that place probably placed by grieving family.

In my state the American Legion puts up crosses for families that have lost someone to a road accident.

usually people that have lost a loved one on that spot due to a car accident.. I always say a little prayer for the family when I see them..

People (usually family and close friends) that want to honor the passing of that person. Usually means they passed in an accident
