Are you a foreigner? A domicile certificate is used in some countries to prove that a person lives in a specific town/province. Without it, they cannot vote, cannot get a passport, etc. In the U.S., there is neither a domicile certificate nor a nationality certificate. But, there are other documents required, such as birth certificate, driver's license (or non-driver ID), and social security card.

A legal document certifying the status to prove the place of residence issued by a competent government official.
In India, applicability of requesting this for employment etc. is to deny or curtail the chances of the applicant, where as the same is to the benefit of the politicians to nominate members of the upper house of parliament on the basis of fake certificates from the areas/place having the vacancy.
