I have the same problem with dark circles. I have done a little bit of reading on it and in a lot of the cases it is to do with the lack of sleep. For example, when I don't get enough sleep, my circles get darker and when I do, they lighten up a bit. I have also read that it is genetic or a inherited trait in some people.
I have been using two products - Murad eye cream (that's available in Sephora) and M.D. Pescriptives. I've heard that the M.A.C. eye cream is pretty darn good but I have yet to try it. With eye cream lighteners, it's best to just go through a few until you find one that works for you. Also a good eye sunscreen is useful too so that the UV doesn't help darken them even more.
For an instant fix, make up always works... it's hard to concel but there are products out there that specifically work on concealing dark circles. A good one for lighter skin is from Philosophy - comes in a pencil type package. I would say that the best make-up for under the eyes come in foundation stick form because it's easier to apply and less likely to actually get into the eyes compared to liquid foundations.

heres the deal, the skin around the eyes is very thin and different from the skin in other parts of your body, so naturally it needs a little different type of care. I would first recommend not abusing that skin by pulling, overscrubbing, etc. the "darkness" you see may in actuality be blood vessels. You may be right about the "bearing children" part as hormones take their toll on skin as well. I recommend a good concealer--you dont need heavy makeup, just an undereye spot treatment. Benefit Makeup brand www.benefit.com has a good under eye zapper...you can follow with an good quality concealer, remember a little goes a really long way. You didnt mention your ethnicity or skin type...so i will offer one inexpensive suggestion. leave a few drops of CoverGirl Outlast makeup out overnight...by morning you should have an AWESOME homemade concealer. The Outlast makeup comes with its own spf 14 moisturizer/primer that helps it stay put all day. I have oily skin and this stuff stays in tact on me ;) good luck!

I have a beauty book and it says to put slices of cumcumber of each eye for 15 minutes, also you can use teabags that have been used, but wait until they cool, you could also try soaking cotton pads in an infusion of rose petals and purified water

Does she take a multi-vitamin? It's a suggestion I read right here on Answers. I've been taking Flintstones, and my eyes look much better. It's hormonal, I get it every month, and so did my mother until she went through menopause.

Try a daily moisterizer. Also the yellowish tinted cover up works better than skin colored ones.
