Always use a lint free cloth and wipe in straight lines along the radius of the cdrom from the middle out.

I usually hand wash mine in warm water and using liquid dish washing soap. DO NOT use anything abrasive as this will scratch the CD. Scratches on the bottom are not usually as bad these days and the bottom of a CD or DVD can be resurfaced if needed (you can get these neat tools from your local computer store for about $20-30). However, if you scratch the label or top of the CD or DVD hold it up to light. If you see light shining through it's a good bet it won't work anymore.
See the CD-ROM drive and other CD and DVD devices read the CD and DVD by using a laser. That laser needs to bounce or reflect off of something in order to be read, and that is what the top of the CD and DVD does, reflects the laser light.

To clean the CD, you can get a disk cleaner at computer hardware store. And if you want to clean the lens, you can get a lens cleaner disk. I prefer the wet type.
