Most inexpensive and somewhat hygienic place to eat could be any McDonald's outlet in Delhi - Rs. 20 per burger or Mac Puff or Rs. 7 per softy ice cream cone.

For local North Indian Food, One vegetable, one Dal (lentils), onion salad + spicy chutneys and two Tandoori Luchha Paranthas or Naan can be had for Rs. 20 to Rs. 30 per plate (thali) at any good locality small time open air restaurants.

Any reasonable locality restaurant for 25 people dining together belly full should not cost more than Rs. 30-35 per head even with Ala Carte ordering. Still want cheaper, go to Paharganj restaurants - main bazaars. Moderate places - go to Karol Bagh Arya Samaj Road or Ghaffar Market, Lajpat Nagar, Vikas Marg, West Patel Nagar.......

You can take all of them for free meals at any Gurudwara or Temple for community meals particularly at week ends!!!!!!!!!!!!!

All the above are vegetarian options except at McDonald's which sells some variety of Chicken Burgers at Rs. 20. No liquor.

For the Best and the cheapest food try some Dhaba on the NH 8 or near Kamal Cinema. Food is great.

Sir,

For a change you can try the famous "Paratha Golli" or "Paratha Lane". An amazing place of Delhi where you can find 150 types of Parathas and 50 types of Cababs.

Ask any taxi driver and he will take you there.

You are asking on a US website, so from my perspective any place in India is cheap to dine out at. @ 40 ruppees per $1.
