Each of the 14 nations that typhoons affect submitted a list of names for a total of 141 names. The names include animals, flowers, astrological signs and a few personal names
The World Meteorological Organization's (WMO) Regional Association IV Hurricane Committee selects the names for Atlantic Basin and central and eastern Pacific storms.
So they don't name them after people in particular- they always start with the letter A every year- no matter what letter they ended on last year. The system seems to work I guess. HTH:)

They are named by the weather bureau in order of spawning. Thus, the first typhoon of the season will have a name starting with A, the second with B, etc. There is a list of names, so the same name is not repeated within a fairly long period of time.
Sometimes a typhoon, we'll call it 'Clara' and assume it is the third typhoon spawned that season, will spontaneously die out. The next typhoon will be called 'Diane' or some other name starting with D, even though most people will never have heard of 'Clara'. Most typhoons are not reported in the news, because many of them are small, are localized, or die out before they become a serious threat.

An alphabetic system starting with "A" -- oh, wait, is that for hurricanes only? Maybe they use "guy" names with typhoons, as opposed to, for example, Hurricane Katrina. Do I get any points for not Googling the answer?

The National Weather Service names storms. I don't know if certain countries get to name their own or if it is some sort of worldwide agreement though. I do know that storm names are recycled, but if the storm is particularly memorable, like Hurricane Katrina, the name is retired forever.

The weather service has a list of different names they use each year. They rotate the names. If there is a real bad storm they retire the name and it is not used again.
