I assume top layer means floor covering? You have to shore up the joists with additonal support before you can remove the damaged girder. This can be done with 2x4s or a house jack. If you don't support it before you remove the girder, you won't be able to bring it back to the existing level. I highly recommend a termite treatment or fumigation (depending on the type of termite) after. They more than likely are still in other wood members and will re-infest.

This job is very intinsive if you do undertake this you must take care to support the walls that the floor jouist and beam supports. Otherwise your roof could sag and that would cause and cost a bundle to fix.

I strongly suggest you get someone who is experinced. If you can not afford a good carpenter, start with a lot of reasearch make a plan of attack so to speak. IS you house Pier and Beam or on a slab? There are so many questions to ask I really can't help much without speaking to you and seeing directly the problem. Sorry if I am not much help.

Use a contractor that carries insurance... unless you don't mind covering the cost of replacing a collapsed home...
