This is a very famous quote that I hear a lot in many different aspects of society,

"Let all the poisons that lurk in the mud hatch out." from I Claudious

Just a guess, let all that is bad, evil, deadly hiding in the dark places of the earth, hatch, come to life and go forth into the surrounding lands, places and let their poison work among all.

Let all the corruption, tyranny and violence released by the imperial system be seen by the people who would then ask for the Roman Republic to be restored. This is what Claudius (at least as imagined by Graves) wanted. However, if you examine the historical record, you will see that Claudius was not quite the good guy portrayed in the novels or the TV series. Did the real Claudius actually say that? Probably not.

Claudius discoveted a lot of his family's dark deeds that had been supposed to stay secret. He let people think he didn't know because that was how he survived. But he had written a secret memoir, and though he couldn't do anything about the deeds of his family, he had the satisfaction of knowing that all of the evils would come to light.

Claudius knew his time as emperor was coming to a close and was aware of the conspiracy of his wife and others to do away with him. He was weary of being emperor and of the corruption all around him. The quote refers to what would happen to the empire once he was gone and the immoral successors of power took over. In a way, he was saying when he was gone, the slime, depravity and evil of his successors would come forth.

I've never heard that phrase before, but (without knowing the context it was stated in) I would guess that it means to wait for conspiracies or evilness to show itself, because it's more dangerous when it's hidden underfoot.

personally, i have never heard of it, but my first impression is to let all the angers and problems that you have with something, someone, etc... come out into the open.
