Pool pumps must be free of air leaks on the suction side of the system, or the pump will air bind. That is the impeller will turn, but water will not flow because a pump is not designed to push air. You should have a vent line and valve somewhere so that you can vent any air out of the pump and system.
One other problem I've had with my pool pump, and it took me a while to discover it.... on the suction side of the pump, I have a strainer. If this gets filled with too many leaves or other debris, it can starve the pump and you will get little or no flow. Be sure it is clean.
And finally, if your pump is old, it could be leaking air at the seal between the motor and the pump. If this is the case, you will have to have one or both replaced. Most pool pumps last only about 10 years.

ours has to be primed or all the air drained out of it to work. whenever i clean it and hook up the shark it gets air in the pump and i have to bleed out the air with the pump running to get it to pump water again.
