With written parental consent, it is still legal in my schools, as long as there is another teacher/administrator present. Mind you, it caused a big to-do a year or two ago when a child was spanked, I think because the exact protocol was not followed, so the superintendent basically told us to back off of the corporal punishment until the issue cooled down.
Me, personally, I would not spank, primarily because I teach high school. Spanking could only backfire. It humiliates the kids and makes them resent you, especially when you're as close to them in age as I am. I much prefer reasoning with them and exchanging barbs.
For elementary and middle, I can see where some teachers might find it useful, but by no means do I think it is the only or even the best option, especially if the kids get beaten (a looser term in this part of the country--could be paddling, switching, fists, etc) at home--and they still act out.

I think that it is still allowed in some public schools---particularly in the South in the US.
As a teacher, I do not feel it is my right nor my obligation to discipline a child by spanking them. That kind of punishment rests with the parents, if they so choose to do that. I do not feel comfortable holding that kind of punishment over a child's head.
That being said, there are some children who I have taught over the years who truly needed a swat in order to get themselves in gear. I find that the most unruly child is never disciplined at home. Go figure.

Not in public schools. I think private schools may be allowed to have their own policy. I think most kids do not need physical discipline to behave. Yet their are some kids that get in trouble all the time and have no fear of the regulate disciple. For these kids, physical discipline may work. I don't think it would ever be allowed again because it would be too hard to regulate. Some teachers may abuse it like in the past.

Yes, in some states corporal punishment is still allowed.
Hitting children is not an effective classroom management technique, so I feel there is no place for this in schools.

It's been outlawed in all schools - public and private - in the UK, and I think in most European countries. In the US I believe some 23 states still permit it, given parental approval. Not surprisingly most of them, like Texas and Alabama, are in the Southern bible belt.
