like you can use the phones of cingular with the chip of tmobile

nope. would be nice though. each phone company uses their own set of technology. like sprint for example uses cdma technology. the cingular company uses GSM/GPRS. and the sim chips that cingular and t-mobile use are locked into that company. there is however a way to unlock the phone so it will be compatible with any device. if you look on the web there a few websites and depending on your model you would be able to pay to have it unlocked.
this site will tell you about it and they can unlock them. once unlocked they will work on any carrier.

Some are and some aren't. If you're wanting to use one phone with the other's service and it asks for a code, you must purchase the "unlock code" and then any chip will work in it. However, not all of the provider's services will be available on the phone since it is technically not designed for the other

Yes if it's unlocked but the features of the phone, like internet, will have to be configured.
