If you're talking about exhaust pipes on a bike, its not all chrome, the ones that turn really blue and black are Titanium and thats what it does when it gets hot

The "blue rainbow" that you're talking about is a result of too rich of a fuel mixture making it to the exhaust pipe. Basically the exhaust is still burning when its back there and it discolors the pipe. You can powder coat almost anything to get a desired color, but I prefer to keep chrome shiny. :)

YES USE EPOXY SPAY PAINT. MAKE SURE TO SAND THE CHROME FIRST AND USE A DARK EPOXY PRIMER. 3 COATS SHOULD DO IT. THEN PAINT BLACK. MORE COATS THE BETER. FINISH BY COLOUR BUFFING AND CLEAR COAT 3 OR 4 COATS. IT WILL TAKE TIME AND EFFORT BUT THE RESULTS WILL BE LIKE A MIRROR.

There is such a thing as (Black Chrome) It is an alternative to normal chrome plating. I am not aware of any method one can use to recolor chrome themselves.

you have to scuff it up with sandpaper then 4-5 coats with high grade primer then four or five coats of paint.
