Because often times they're not wearing the clothes for you.And then some like to get men to react so they can pretend to be angry.Try not to look.

Or some of them may not realize that their clothing is provocative. Sometimes a shirt can be lover cut than you realize or it shifts during the day.

Because they are idiots. I have seen many guys get slapped by looking at girls with a scrap for a shirt and a scrap for a skirt. They deserved to be ogled.
