Under Robert's Rules the only time the chair can introduce a motion or second the motion is if the chair relinquishes the chair to the second in command. Only after discussion on the motion has ended may the chair resume as the chair.

The chair must step down before making a motion. Technically, a motion does not need to be seconded - the chair can proceed without waiting for the second. However, if someone objects, they can make a point of order that the motion wasn't seconded. Still, the chair has stepped down to make the motion, so he isn't proceeding with his own motion - the temporary chair would be.

So, NO, the chair cannot make a motion and second it.

No. If the chair wishes a point to be considered, he/she can bring it up and offer it as a suggestion at the appropriate time - usually under "good of the order". Then once he/she has explained his/her concern, the chair may say "I will entertain a motion" and hope that someone will respond "I so move". But if nobody does so, accept defeat and move on.

Great question, I read and search the parliamentary laws for motions for Robert's Rule and could find nothing. Interesting question - I'm going to watch this question to see if I can't find out the answer for myself. Thanks for asking it.
